To call a game that is unplayable past Act 3 "somewhat buggy" is an understatement.
The idea is you never buy anything from the guy again and ask for refund...
But rpgs like this are rare so people have no choice but to buy from them again if you want to play games like this that is.
imo, the need a philosophical change to how they approach testing and writing code for their game. They clearly are not testing production code to a satisfactory level.
Phase 1: Launch + 3 Months. Unimaginable quantity Game breaking bugs. Patches fix Old bugs and Introduce New Bugs in EQUAL Quantity. Game is essentially ALPHA
Phase 2: 3months - 6months: Bugs are vastly reduced but its current "Polish" of bugs = BETA level of other Games
Phase 3: 6months - 1year: Game hits a good level of polish. But even in this state its riddled with bugs that would cave AAA games.
Phase 4: 1+ year: Now the Game becomes the Polished gem its meant to be.
Because you're paying thirty thousand dollars for a car, and your life is on the line. That's why they seek zero failure rates.
I don't like bugs either, in fact I had a save file totally corrupted today, but the comparison is just invalid.
TBH hyperbole is allowed, imo. When you have such a good game structure, but it is rendered "wait a weeks or 2 months to not worry about quest flags breaking your game the more you play" due to backend issues, it can really suck the life out of an otherwise good game.
So 1 bug you described constitutes a "buggy mess"?
I agree with the op for the most part.
I don't like companies getting away with releasing half finished games with the promise of fixing it. However, a little research would of told you Owlcat has a track record of releasing buggy games (that they do fix). Knowing that I still brought the game.
Also this is in a far better state at release than Pathfinder was.
There a major one in 2
And 4 and 5 is chalk full of progression stopping bug
