Infact the more in control the psykers are the less powerful they are a rule of thumb.
Actually instead only strong psykers survived Rubric ;) Rest became golems.
Still we have Emperor and Malcador - both were Alpha+ yet stable.
Yes, stable alpha psykers are possible but rare, im talking about general trend.
Practically all of that latent psykers need something big to happen to awaken their powers. and many need amplifier items to be useful. So most Librarians are rather on the weak side of psykers without those items.
And thats a good thing. because the stronger a psyker naturally is, the more likely for him to become insane and attracting deamons that want to possess him.
Now, if any other human has psykic powers he is automatically a witch or witcher to be killed if they refuse to go through "processing" to become a sanctioned psyker. Only those like Idira, that have a Rogue Trader or Inquisitor to shield them, can stay unsanctioned.
So, if those without such patrons do the "smart" thing and want to become sanctioned, they are sent to the "Black Ships" where they are sorted. if they are only weak ones, they will most likely send to terra to become fuel for the golden throne.
The others endure a long process of torturous mental training and body augmentation to amplify their powers and to make sure they have full control and are really good at fighting back deamons they attract.
In other words there is no difference between a Librarian and a sanctioned Psyker when it comes to abilities and power.
the unsanctioned psykers are the really strong in general, but they naturally grow steadily until they reach their peak. but they will all sooner or later get insane or possesed without the mental training and implants the sanctioned and the Librarians get.
It is actually awesome that this is all reflected in the game. All psykers can only become Psi-Rank 4 because they start with PR 0 while Idira is the only one that starts as PR 1 and so she can get PR 5 which means her damage is one factor higher than all others at lvl 40+
But her drawback is, that she has a significantly higher chance to accidentally blow herself up or summoning deamons.
oh, and when it comes to new skills, you have to unlock the tree and sacrifice the doctrines skills for them.
For example, instead of taking something like "precision shot" in the agent doctrine you take "Pyromancy" and unlock the pyromancy skills they are than added to be picked on talent selections.
UPD. Sanctioned Psyker can get any level of PR in the game (in theory) but Psalms of Heroes are broken now.
I am not a lore expert with warhammer 40k but I know I can make my psyker one shot herself pretty much every turn no fail and do over 100pts of damage in one shot to herself in act 1 :) Sadly though Owlcat apparently took a que from other game of the year companies and chose to hide them by removing how the abilities are calculated instead of fix game breaking bugs they are well aware of. Guess all those people wanting games to be more like BG3 are getting their wish.

But psyker powers are finicky and if a psyker is dumb enough to push their power farther then it should go, sure they have a chance if all things are equal....but they also might usher in the destruction of a planet while trying, due to calling in the warp.
