The Rot quest wont complete

Hi all, not sure this a bug or I am missing a step. I cleared the hideout but its still showing incomplete with no further updates:

Welp, on my third visit to the Shadow District, the hideout reappeared and the map and encounter was completly different map and encounter. This time with the kingpin (previous encounter was cult leader). Bug or intentional?

There are two lairs on that map, one for cultists which you find following the hidden symbols, and one for the gang which spawns after you find notes in two different locations (hammer guy in slums and guy attacking trader in atrium.

Cool, thanks. Got a bit confused as they are both "dark hideout" at the exact same location in my game.

For my part, the named Anver in the group that ambushed me when I exited Liege Tocara's residence fled when things weren't going their way anymore. Guess I won't get that note. XD
