PF is just money, with an extra side benefit that it also lets you access/purchase higher quality gear.
Surely you've noticed that unlike every single other cRPG ever, there is no finite currency.
You never spend 'petty cash' on anything. It's all rolled into PF which represents both buying power and pocket money to buy gear that you qualify for. It's why you can just take every single item for 'free' whenever you unlock a merchant's rep tier.
Respeccing (past the first few free ones) and hiring/training mercenaries instead of using story NPCs are meant to have a cost. There is no 'money' so that cost is PF. Yes, the PF loss is permanent just like spending gold in other games is permanent. But just like getting gold in other games, you can take actions and do things that increase your PF again.
It isn't something that is going to get 'fixed' because it is a deliberate, intentional design decision. It represents spending wealth on assets that have no defined financial return, like re-training your men or paying heavy signup fees for mercenary officers and trained psykers, etc.
I personally do not respec, but if I want to model something specific for the last chapter I might spend my PF then. I did restart after chapter 1 instead, when I decided I really don't like the pyro or the operative as my main :)
I just found out. I already wondered why Mercs don't cost anything (There is no explaination or hint to this when you want to recruit one....)
I am just starting act 4 and even with losing a few PF I am already on 140.
I think the max needed is 160, a few colony projects will get me over the line with ease and then a huge amount to spare.
Remember plus 5 PF in colony projects on colonies with 10 complacency actually nets you plus 10.
By the time you finish almost all colonies will have 10 complacency and the lvl 4 and 5 projects are very profitable.
Reputation not PF is you limiting factor.
Still in Act 2 and I have 107 PF.
Lol you will be fine then, you have not even got to colony projects rank 4 and 5.
My only tip is focus on reputation, especially in the vendors you wish to focus on.
You cannot max them all, but you can max a few.
