Toughness is just wounds.. wounds without Armor, Dodge and parry is basically useless: build also some defensive stats via your talents.
Note that actually taking damage reduces momentum, so if your tank is constantly getting hit they are reducing your momentum. It's better to spend points on talents that increase Dodge (vs. ranged weapons) and Parry (vs. melee weapons) to avoid taking damage in the first place.
Toughness increases Wounds (hitpoints), which is nice, but unless you're facing unavoidable attacks it's better to just not get hit.
Most weapons or talents come with some amount of dodge and armor reduction. Tanking isn't really singular thing you focus on so much as something you invest in to keep you alive a round longer while you hose people down.
