I think once you get to Act 2 and land and talk to Governor. Then you can freely dismiss, kill or imprison or never pick anyone up.
Soldier into Master Tact does insane dmg bursting.
But you're describing a very powerful party. It really depends on how you build the "guardsmen", as soldier is only one archetype. If your "guardsmen" also include Bounty Hunters and Arch Militants after you have completed their Soldier levels, no way are they underdogs, no matter what weapons you give them.
Add in an officer and they will truly be a wall of guns. Even more so if any come from Fortress Worlds and "never stop shooting". Unless you go out of your way to handicap them, I don't see how you lose.
Now an all-Officer run with no one being a primary combatant- that might be a tougher feat to pull off but arguably you'd still be able to win the game.
I'm sure it wouldn't be too bad to pull off, just make sure to give them some knives as the secondary weapons since there's no real bayonet. Well, there is a bayonet item, but its not the same.
