There's no 'heavy' category that way, per se, but rather heavy variants of other weapon categories. Heavy Bolter is, obviously, a heavy variant of the Bolter and benefits (or at least should, Owlcat releases means bugs are possible and I haven't been able to test it yet) from Bolt Weapon Expert.
Heavy Stubber is a solid projectile/autogun weapon
And Heavy Flamer, of course, is a flame weapon.

This is likely just a bug.
If you went Heavy Armor you will have 45 and you will have to use an extra STR perk while using the +10 STR gaunlets to reach the quota despite going for a ranged build
Sniper weapons on the TT are often classified as "heavy", meaning move or shoot. So I could see that being a thing in 40k games, even if most other settings it wouldnt.
