Felek Orsellio dialogue bugged?

During the final chapter of By the Right of Blood quest on Eurac V I stumbled on an issue. I progressed through the quest normally, but I lost in a batlle with Theobald due to some missclicks. I reloaded the save, and found myself in a room with a cogitator. I exhausted all dialogue options, passed the Tech check and made the lab puzzle. But during the dialogue with Felek Orsellio that led me to reveal that he is responsible for the uprising, I found that the option that lets you do so is now gone - it is either trust Felek or start a battle with him.

Am i missing something that causes this option to disappear or is it a bug?
