It's normal. That's how graphic cards work if you don't limit FPS and have GPU bottleneck.

99-100% gpu is kinda normal. Everything that is bellow means that you have cpu bottleneck.

While true, this game is unduly heavy on the GPU for the visuals on display. In particular, like I mentioned, SSR is crazy expensive for no reason.

one of the solutions is to limit the game to 30fps via external means ("AMD Software" in my case). Game works perfectly fine, its not a first-person shooter

Interestingly I have the opposite problem, I'm running on a laptop Kepler/Maxwell era GPU and the thing is running at 80%. Idk why. It's getting less than 30fps so I'll need all the help I can get, literally if that extra 15% GPU usage only get me around 5fps it'd matter quite a lot at this point. That's 1080p high btw, WITH AMD's FSR enabled. God. nVidia blows. I need AMD to try and help my nVidia GPU run better.
