Why does the Sister wear a Powerpack if she does not have Powerarmor?
I am not well versed in the Lore about the Nuns with Guns, but don't they only have a Powerpack on their back if their wear an Powerarmor?

Balance issue. She SHOULD wear Power Armor, just it wouldn't be fun to start with it and wear the same armor for ~70-80% of game.

Weirdly enough, unless I'm missing something, Argenta doesn't have the 45 Strength required to wear Power Armor in the first place, so her model wearing it makes even less sense.

Sister power armour is more advanced than most, because they have less strength to use, so they also end up needing less strength to use power armour. She also already starts with the Armour Training: Power Armour perk.

I admit that was something that really bothers me about her. Right up there with how the bolters typically do less damage than lasguns.

Her starting gun isn't bad at all,but it explains in the description that it's very old and not as good as it once was.

In 40k, older usually means better.

Not if older means worn out, which her starting bolter is implied to be.
