Okay, there are a couple things to unpack: Recoil and what the skill bonuses do. When the game talks about a skill "bonus," that's basically 1/10th of what the actual stat score is. So if someone's INT is 50, their INT Bonus is 5.

Then there's Recoil. Much like real life guns, Recoil is basically a loss of control over the gun as it jerks around from being fired. In game, it's an accuracy reduction when using burst shot, making it more likely shots after the first one will go wide. The higher a ranged weapon's Recoil, the more pronounced the effect. If a gun normally would hit 50% of the time, but has 20 Recoil, all the Burst shots after the first one will hit 30% of the time instead (50%-20).

This hits all the weapons in the AOE. For simplicity's sake, let's imagine all the guns in that area have a recoil of 20 and Pasqal has 50 INT. For all allies in the area, their Recoil will be cut in half (so it'll now be 10) for 5 rounds (because of his INT bonus of 5). At the same time, the allies will have 10% more chance to dodge enemy shots (double his INT bonus) for 6 rounds (1+INT bonus).

It also affects enemies in the opposite way. Their Recoil will now be 40 for 5 rounds and they'll have 10% less chance of dodging your allies' attacks for 6 rounds. In D&D terms, you're casting Bless on your allies and Bane on your enemies in the area.

Ok boiled down to very simple terms:

It targets both allies and enemies, and provide different effects on them.

On allies: Reduces their RECOIL (this makes their bursts MORE accurate), makes their hits HARDER to dodge.

On enemies:: Increases their RECOIL (this makes their bursts LESS accurate), makes their hits EASIER to dodge.

Basically, they make enemy weapons act up, and makes your weapons better. Dodge effects benefit all weaponry, the recoil portion only affect ranged weapons with burst. All of this scales with INT, both effect and duration.

So if i understand right in even simpler terms. Allies hit by it will hit more with burst fire and have a higher chance to dodge enemy hits.

Enemies hit by this get their accuracy reduced when using burst fire and become easier to hit by my guys?

The strength of the effect is drastically boosted by Pascals INT modifier.

From my limited understanding of Warhammer 40k System, this is a VERY powerful ability am i wrong?

More the duration than the strength of the effect. 1-2% dodge chance doesn't make that much difference on its own. It's mostly about the Recoil. The ability's powerful in the early game where the guns tend to be kinda crappy with high Recoil scores, but I'd expect it to drop off when guns get better. Doubling/halving a gun with a Recoil of 30 makes a much bigger difference than doubling/halving a Recoil of 10, after all. Also keep in mind that Recoil only really effects the burst fire, it doesn't do anything with single shots like from a sniper rifle, shotgun, flamethrower, etc., and certainly not melee weapons. It's useful, and can be very powerful in the right circumstances, but it's situational.
