If a weapon doesnt have a rate of fire it gets the minium +2 shots as stated by the ability. Once you fire a weapon, that is the weapon you are using firearm mastery on, so if its your offhand you get your offhands shots, if its the mainhand you get your mainhands shots, it wont work if you try to shoot both of them, plus that isnt allowed anyway without dual weapon feat and that makes your shots cost +1ap instead of free so its not worth it.
Sadly dual wielding is good for getting a extra attack (at a huge penalty) if you have no other option, but you will have other options almost all the time. Maybe for a operative or officer who normally only gets 1 attack by default.
So does firearm mastery still work on the lightning ability giving it 2 free casts, or doesn't affect the staff at all since it's a melee weapon?
I'll happily take credit for that one, I've been touting that since before launch.
Still not as purely powerful as operator, but far more fun imo. Especially on any build that needs to get set up, having extra attack actions is just plain good.
Pyro for example. Or Sanctic. Both benefit way more from the supposedly ranged class even though they're both melee builds.
Warriors also still get a second attack, charge doesnt count to the limit. Then, assassin also gets a extra attack that turns your dodge chance into damage essentially. If you want to go pure melee then warrior is still a better option than soldier. You can even go warrior into militant if you want. Vangaurd can make infinite extra attacks as long as enemies keep attacking him in melee with defence stance. (counter attack on parry, counts as a opportunity attack so you can buff it in special ways like with cassia's talent)
Reckless attack triggers a enemy into opportinity attacking you, so you can reckless attack AND parry their attack then hit them twice from countering it. Charge, defence, reckless>parry counter>single attack is 4 attacks Plus you can hurt enemies by triggering their opportunity zones against you with it, assuming you parry them.
