I have my doubts but I guess it must be true.
Like you said It only lasts THAT round. Meaning if you're Sanctic psyker is late in the turn order of a round, the power is almost useless because it will end before the next round starts thus effecting no one. So a Shield using Sanctic with low initiative is gonna hurt. Edit: to clarify, it's Word of the Emperor that lasts until the end of combat. Not Light, Hammer and Shield of the Emperor. They just "piggy back."
For example on my officer on Unfair: By the second last mission of Act 1, my Sanctic Officer was falling behind in the turn order and the power was no longer carrying my team. I would have to save scum fight starts to start firstish and elminate enemies that started before my MC quickly if any.
However there's a fix and it's the Grand Strategist! :D
Why?
Because Grand Strategist always starts combat first except for Officers with "Seize the Initiative" (which is only once at combat start as a free turn I think), or an enemy Strategist if either exists. Maybe also any enemies spawning in. First in turn order every round = total up time of Shield vs enemies if you cast it every turn.
If you're using a Sanctic support build you're probably already going down this Strategist path and honestly, it has some of the best action economy to multi task, casting Word power supports and using AP free and technically free Zone powers via Gstrat talent choices.
Anyways the way to power works is fine and balancing, since it's surprisingly OP allowing a lot of party members (and trash allied NPCs) to face tank incoming fire on a mass scale.
There is an actual bug though:
Sometimes it doesn't apply to some party members even though they have Word on them and I think it has to do with some obstructions or just rando error. And that isn't visual since it's the difference of being near one shotted and again, face tanking to the point of 0 damage.
