Does the Dominate power actually even work?

I've used the Pskyer Dominate power I think a dozen times. I don't think it has made an enemy move towards me even once.

I looked in the logs, they failed the WP check. They have the debuff. They literally run away from me anyway.

Is it bugged? Am I missing some fundamental way that it works? Because currently it's the worst ability I have. Oh there is some ranged dude in the back, I'll dominate him. It worked! He... moved further away. Cool. Glad I put a point in this.

I have opposite problem, it always works.
It worked even on mini-boss in sewers.

Meanwhile, it's not showing under buffs/debuffs, so I have no idea when it did/didn't work, though so far, it worked 100% of the time, which I'm sure shouldn't be happening.

I also have this problem. The enemy fails the WP check but never moves toward my psyker. The debuff icon also never shows up when I inspect the enemy. Very frustrating!

It works. Often a ranged enemy will run right into you and eat an attack of opportunity trying to get away afterwards.

After I posted this it started working reliably. So, problem solved?
Or maybe it was just that one fight/unit?
