This is why I just run a warrior heavy lineup, and I never had this problem. You want at least 3-4 warriors for the early game segments. Once your biomancy tanks get their actual heals you'll be in good shape.
Lack of healing items or healing moves is only an early game problem.
The first warrior the gave me was able to face tank the chaos spawn + 3-4 mobs shooting at him in the tutorial mission.......other characters could be nearly oneshot if they got hit.
They're even better if you make them psyker with bio or sanct for the heals/buffs.
Warrior heavy team early on, especially psyker-warriors is very strong, and you won't ever need med kits. I'd say 3-4 warrior tanks, with 2 spots open for some snipers or operators who can find 1 spot to camp and LoS mobs from a distance. Doing this vs just rolling with the random characters the game gives you is a night and day difference.
Also Rogue Trader: "You can't acquire a medikit on a 1.6 km long ship with a crew of tens of thousands. Also your gun is something you looted from a random hobo who tried to kill you."
At the very least I should have gotten my forebearer's gun and telling my crew that I need 4 medikits should be something they can do without thought. Hell, if I asked for 400 of them the things it shouldn't be an issue. Instead I literally only have what I looted from the ship while it was under attack.
I realize balance is an issue, but really, I should almost immediately have infinite supplies of common items. Medikits, grenades, common small arms. I should have literally tons of these things available to me. But no, I have to hope these insane rebels have a spare medikit on them because I literally can't buy one. Or anything else.
You can get by the first fights in the game by outdamaging your opponent. If your teammates get downed, they will revive after combat and usually a couple of debuffs are not that bad ... And the debuffs get removed returning to the voidship.
Other than that, you can level up your rep with that pirate faction - you can buy 10 medkits from them. Later on you can buy more once you meet the 2nd trading faction.
