But it is out of date, Base resolve is no longer determined by Fel bonus if it was previously.
Things I have compared resolve to and found no correlation (Yet, for all I know it might be divided by 2 or something).
Wounds, base or modified.
Any single characteristic bonus.
Level.
Archetype.
Reputation iconoclast, heretic, dogmatic
Psy rating.
If anyone can figure out how BASE resolve is calculated (not abilities or talents that effect it) I would be very interested to know as some truly monstrous builds I am tweaking rely on resolve as a mechanic.
EDIT: Resolve "Might" be 2+fellowship bonus I just made a new character and noticed that most characters have resolve 2+fellowship bonus I haven't tested this extensively yet though

THe most effective is a psyker. Word of emperor i think.... Henrix has it. Its almost broken since it stacks
with the finest hour upgrades that give ap on kill you can just decimates hordes of enemies. With both officers and cassia you can give out finest hour 3 times in round 1 really tipping the odds in your favor. Not including all the turns from bring it down or at all costs.
Ive hardly used at all costs effectively so maybe next thing I try is a psyker officer focused on resolve building. Air of Authority gives more resolve the more resolve the caster has.

This is hilariously OP when combined with a Sanctic Psyker's basic ability, which also gives resolve.
Combine with Sanctic Staff, which gets buffs based on how much resolve you have (at my highest I have had it doing between 1 and 200 damage, and it's heroic version doing 630 damage), and you get a resolve pumping monster who can murder everything in a 3x3 square thanks to Emperor's Wrath.
