Hiveworld due to the fellowship bonus.
Or an Imperial world where you put bonus point to fellowship.

You need INT alongside Fel for Grand Strategist I think. So void born be smart allows you to dump Fel and concentrate on INT, BA, AG or PERCEPTION.
