Originally the Eternal Crusader was just a Battle Barge, but eventually got retconned into a Gloriana Class vessel.
But isn't it that the Gloriana Class wasn't built after the HH? Happy to stand corrected, but IIRC, these also were issued as Legion flagship only?

And yes, one major element of the Rogue Trader flair is that such one can be anything between a winded down, one single ship & just trying to survive (plot-wise, the deed should guarantee a solid income ^^) towards a significant navy strength, especially outer fringes
But of course, it'd be NICE with something bigger, but I suspect the game balance would be out the window if enemies are scaled for a frigate and you have a battleship.
