Are there ment to be icons on the map, that give you a hint where to go? The question mark icon seems to suggest there should be.

I would like to know this as well. Also is there any way to get a minimap on the screen? Top right would be perfect, there's currently nothing there.

Confused about this as well. Star Map has a glowing question mark at the Prison after I finished it. Does this mean I forgot something important or did someone forget to turn off the light on the question mark?

Question mark just means theres a place of interest, something intractable or you can land and explore. Theres a yellow icon on the map for an objective.
