Core package is 39.99 dollars on their site (it doesn't seem to translate into other currencies so have to convert it) but I assume that will be the price on steam too. So 40€ is probably a fair bet.

It is. If you buy on the website, you can choose a platform for a key, including Steam. So they definitely are paying the percentage Steam charges.
