For example stoic is great for higher difficulties because the more damage you take the more you can heal. On lower difficulties you will just be healing for peanuts.
Maniac is basically god mode for lower diffs as it blocks out pretty much all damage but for higher difficulties it starts to struggle.
Are there perk decks that are stronger than others? Yes, of course. But it also depends on how you want to use them.
For the decks that will save you on high difficulties look for the ones that can make use of armour gating or avoid taking damage altogether.
Examples would be:
- Anarchist (Armour gating king)
- Hacker (Massive dodge and stun cops)
- Kingpin (Panic invincibility button)
- Sicario (Mobile cover to avoid most shots + dodge and armour refresh)
- Leech (Panic invincibility button)
- Biker (Team armour gating)
- Sociopath (Armour gating bishop)
- Ex pres (Armour gating to some extent)
But even those decks depend on how you use them. My personal faves are biker / copycat biker and hacker. I also like to use muscle for its sheer tankyness and ability to soak up bullets.
