Close your game, go to this file path: C:\Users\"YOURPC"\AppData\Local\PAYDAY 2
Edit the file "renderer_settings" and look for "refresh_rate" then change it from 60 to your monitors refresh rate.
Idk what's your problem weirdo, I don't have anything to gain by lying here, this solved the issue for me so I thanked him for it.

Monitor Tech: G-sync(If available)
Maximum Pre-rendered frames:2
Threaded optimization: On
Power Manegement: Prefer Maximum Performance
Texture Filtering - Quality: Performance
That actually helped me when nothing else did. Happened to me again like 2 days later after I updated my gpu driver, so I tried deleting the whole rendering settings file and that also worked so yea, cheers.
