Since you have 3 bots in your screenshots it's save to assume it's one of your mods messing with team ai.
During the start of the 2nd day I closed one of the entrances of the office, when that happend Hoxton didn't go to any of the other two entrances (which is weird as bots can enter closed entrances by sliding under the closed entrances, which opens briefly as bots do that). The game also doesn't consider Hoxton a part of the team, only as an unique escort NPC.
If you have mods, ALWAYS check if it´s caused by them.
Nontheless, I´ll move this one to Bug Reporting for the moment.
I haven't seen it at release or without a mod tbh. I have however used an experimental mod that a friend gave me that touched some general bot behaviour and it caused this sort of glitch several times (I've since deleted that mod because it did stuff like that).

This was taken in Feb last year and was generally an issue that could happen at release (along with a few others), but he hardly paths into the walkways anymore. And I have not seen this bug since then.
However, in OP's case, I guarantee it is mods.
Ah I see. Thanks. Those pesky walkways!
I think the reason why I didn't see them is that we hardly ever brought C4 and if we did, only 1 person would bring it and we blew up the top floor's 2 walkways and held on to the extra 2 remaining shape charges for objectives.
But that's fairly unlikely on solo.
But heavily messing with AI? Yup, pretty much putting my money on mods there.
But otherwise the only way I *might* still be able to get it is if he decides to path onto a walkway right before it blows up. Which is a bit tricky to do (as I'd need only the window facing doors to open up, and then get him to path onto one of the two walkways).
