Is it a cheat? And why? I honestly want to know because I'm thinking about installing it and playing with more than just 3 friends. But I wanna know if it's considered a cheat and why.

no its not a cheat. even though you arent allowed to play more then 4 people but most of the reason its for the fun. take an example of safe house raid. if you can defend it by playing it you and 3 other people need to do so. why not: let the crew handle it. so overall big lobby is not a cheat and is fun with more then 4 ppl well in my opinion though.

it not cheat becuase only the person have the mod can join that room without that they cant beside it already disable achivement when using it

Games exist for your own fun. If you disable achievements, and go solo, then nothing is "cheat". You can ruin your own game as you see fit. As for this mod. Only those who have it can play it. So they are aware of the changes, and with disabled achievements you only "ruin" the games of those who like that way.

Man, I love the Big Lobby Mod! Just think of it as 21 players into your lobby. Use them as 'meat shields'.
You'll have more players to give your bags to (especially the Cook Off).

It's hilarious when you have the full gang shooting out in a heist. Ones like FWB are good for them as you can station them to cover all the entrances and enjoy the mayhem.

It can be a cheat of sorts. If you set it for 21 bots so you can solo something on Death Sentence One Down that technically is cheating. And game crashes on a few or has issues when you do it. I tried it on Birth of Sky. Only 4 parachutes so you get shot down as you are falling and none of the other bots can come down. And White House crashes because the Helicopter only holds 4 so when I set it to 8 it crashed.
