Owning the game "Hotline Miami" unlocks a melee weapon and some masks, patterns and materials.
Owning "Hotline Miami 2: Wrong Number" unlocks some masks.
The "Hotline Miami Collection" includes the games "Hotline Miami" and "Hotline Miami 2: Wrong Number".
Owning "Hotline Miami 2: Wrong Number - Digital Special Edition" additionally unlocks the "Jacket Character Pack" for Payday 2 which includes the character Jacket and his melee weapon, distance weapon and mask. When you own "Hotline Miami 2: Wrong Number" as normal version, Steam doesn't let you buy the game again. Then you've to buy the "Digital Special Edition Upgrade". For any reason the upgrade was removed from the store page but it's still avaible from the direct link ( https://store.steampowered.com/sub/62816 ).
The locked items in Payday 2 should tell you exactly what you need to own. When it says "Hotline Miami DLC", then it means the "Hotline Miami DLC", nothing else.
