Because infinity is not a number. If you use limits, the answer will approximate to infinite

When x = 90, sin(90) = 1 and cos(90) = 0.
Therefore you're dividing 1 by 0.
You can't divide anything by zero.

True, you can't divide anything by zero, which means that the answer doesn't exist as a number. But if you need to have an idea of what it approximates to, for, let's say, making a graph, you use different methods, such as limits.
lim(x->0) (C/x), where C is any constant, such as 1, results in infinity. That's why it's called an infinite limit. Of course, infinity is not a number, which is why it's undefined in calculators for example, but an answer such as that isn't enough in mathematical methods.
