You can barely kill dozer and Sniper with izhma/judge and to kill a normal cop you need 4 shots

And that is just ♥♥♥♥♥♥♥ boring. Why should I have to be a slave to the worlds most restrictive and boring meta?
Restoration DS is just as hard, but in a different and interesting way.
Everything else is varying levels of trash.
Install restoration mod if you want the same level of difficulty due to extreme enemy variety and improved AI. No longer can you cheese OD-DS by rushing objectives with a dodge/kingpin build. Instead, you must change your tactics on the fly and create complicated build synergies with your teammates in order to survive.
3 new "captains" and dozens of new special enemies will keep you on your feet, as will the new level of terrifying AI intelligence.
Enemies will now use advanced tactics like formations and responding to player sound (i.e. enemies will wait to rush in phalanx formation until they hear you reload). Shield enemies will now strategically block routes that the player could have used to "rush" (and there is a new shield enemy that cannot be penetrated).

not to say the mod isn't good, but it's stupid to act like the game's balance is that meta-dependent
That's why 98-99 % of ppl builds I've seen in DS, or DS players joining DW \ MH games were the same. Max out gun damage (Izhma \ M308), max out crits, max out swag song. Cheap a$$ stuff.
Y'know, PD2 was once a heisting game, with special weapons being, like the name says - special. Right now it's reskinned Quake, with more than half of the people using grenade \ rocket launchers and miniguns. Show me a dude running on DW, let alone DS, with an assault rifle.
The balance is trash since 2015 and trash balances creates meta, thank you very much.
While it is possible to run almost anything on DS if you hate yourself enough, it's disingenuous at best to say that the game isn't extremely heavily meta based.
DW is pretty miserable already if you aren't running some absurd 2 million DPS meta build with insane armor gating, but DS is amplified to such an extreme degree that using basically anything outside of the very well defined meta of borderline exploitative and game-breaking skills and weapon combos that let you kill minigun dozers in less than a second and have an armor gate ready every half a second if not more is torture.
I can beat DS with an AR armor build. I'd imagine most people still playing this game can unless they're super casual. This doesn't mean it's fun. It's absolutely abhorrently miserable. You're never *forced* to adhere to the meta but if you don't use the meta you will have an absolutely horrifyingly bad time. The game becomes a total ♥♥♥♥♥♥♥♥ spamfest where your fate is 75% RNG and you sit in a corner for the entire assault wave, do 2 objectives, and then sit out another entire assault wave. PD:TH's 145+ mode was like this quite often too and it was absolutely miserable.
The point is: The vanilla game isn't fun on higher difficulties. You're forced into extremely limited build options unless you enjoy suffering, and those builds 90% focus on completely breaking the game and deleting everything before it even has a chance to breathe on you. It's a horde shooter to the T, and not a very good one at that.
