MSVCP140.DLL missing

my pd2 does not open because this file is missing, i know its from visual c++, i have that installed, already REINSTALLED / REPARED 30 times, still same thing, i cant manually get that dll for the pd2 folder aswell.

this is happening on pd2 only...Help

if you have a 64bit pc you need to copy it to another folder

If wont help -reinstall current windows update, uninstall C++ 2013,2015 in control pannel and try to install again.

Nope, it's still messed up.

My wife upgraded from Vista to Win 10 and it fixed the problem. Gave up using these guides on how to fix the problem, we tried everything, nothing works.
