Did we ever get an explanation who the "big crime syndicate in Seattle" was?

In the 2015 the infamous crimefest happened that introduced safes, Vlad was getting these safes from a crime organization that made the kings like Vlad, Elephant, and The Dentist look like small fry at least if Vlads ramblings about the skin safes were to be taken serious in the live action trailer.

Did we ever get more lore on them or was that sub-plot snipped as Overkill went into damage control after the backlash of micro-transactions. Maybe even a reason why they stopped charging the Payday crew to open their safes and why they eventually just started handing out weapon skins to any heister that was willing to take them with the end of heist loot card drops.

I've always believed it was another arm of the Kataru, and the reason Vlad was getting involved in the first place was to secretly gather information. Once the business with the Kataru became public knowledge to the Payday gang, Vlad saw no reason to continue working with them.

Remember in the True Ending, Vlad takes a call from them and the gang suddenly become very serious - Vlad even mentions that the people he's talking to aren't happy about what happened - but then Vlad laughs and puts the gang at ease by saying he doesn't need them and they can keep their rain.

It was Valve, there's nothing really else to it, headcanoning it as Kataru kinda works i guess but I doubt they'd get involved into something sleazy like weapon skins.
