OVK has Bain, Locke, Chains, Duke and Hoxton's actors available.
What did OVK do? They did a funny. They did a silly thing that is lore breaking for fun.
Also Duke's appearance is only one of them. There are some where Wolf speaks (PD:TH retakes), and the other with Chains.
If you're a fairy and you're certain it's canon that's cool for you, but I doubt it.
As for reusing Wolf's lines, yeah it's a flashback it's stated clearly in the heist overview, they made the heist canon now, I don't see your point. They even reused Wolf's lines for Counterfeit as well.
