Does Dragon's Breath, crits, and OVERKILL work together?

Short answer: Yes.
Long answer: DB Rounds are... Funky. From what I understand, they will trigger OVERKILL, but only the initial hit of the rounds will get the bonus damage. Same with the critical hits, only the first hit will roll a crit, the rest do not.

No. Same thing as before. Initial hit benefits, fire DoT does not adjust.

The only thing that affects the fire DoT is critical hits. But that doesn't mean DB rounds are weak or useless. The fire animation is one of the stronger stuns in the game, and the fire DoT on them is one probably the best of the fire DoTs.

Every DOT hit from dragon's breath rolls a critical hit.

This is consistent with my experiences. I have seen crits on subsequent DoT ticks....
