Character Builds
I decided I'd start putting together some character builds, which will be posted in multiple parts. The OP consists of the original four heisters plus Houston, with more being added as I put them together.

Each build should be able to function (to one extent or another) on Mayhem. Any needed DLC will be listed with it along with sidenotes (note that I’ll be trying to keep DLC requirements to a minimum, so if something looks sub-optimal, that’s probably why). All builds assume the player has reached at least Infamy 5 and that you have joined the steam community.

Just an fyi, since the site people used to use to put together builds is down, I’ll be using pd2skills to put together the trees. Ignore everything BUT the skills in the links since their weapons list (among other things) is woefully out of date. Their skill trees are out of date too so remember the following:

Tips: Your main role with this build is using Inspire to support teammates and keeping track of hostages, not direct combat. Let your team do the lion’s share of the fighting while you keep them going and help with objectives. Grab Jokers ASAP to give the crew a little extra firepower, prioritizing revolver and shotgun-wielding enemies when possible for added damage output – only grab a cop with a Chimano or a Compact-5 as a last resort, as they do less damage than other types.

Tips: If you’re not on the front lines, you’re doing it wrong. Your shotgun is your general purpose weapon for taking on the hordes of regular cops. For specials, switch to the Mark 10 and unload on full auto to take on Bulldozers, Tasers, and Medics; for snipers, switch to semi-auto, stand still, and aim down sights for perfect accuracy. Do this AFTER scoring a shotgun kill to activate Overkill first for best results. Also, don’t be afraid to spam grenades.

Tips: Grab jokers as soon as you can in the heist to give you some health regen if you need it. Choose your secondary deployable depending on the needs of the crew. Focus on providing support and only engage in firefights if you have nothing better to do. Use shaped charges wisely and bring a saw if it'll be useful on a given heist.

Tips: This build is mostly geared towards heists where one intends to stealth it up to a point before pivoting to loud gameplay (i.e. Counterfeit, No Mercy, Big Oil). The use of ECMs may be seen as suspect for a “loud” build, but it can work for opening doors, crowd control, or turning turrets against the cops for a little bit. Be mindful of your ammo reserves, use the Locomotive against large groups of enemies in loud and save the CAR-4 for taking out specials. Use the cards in stealth unless detected. Grab a joker as soon as possible once a heist goes loud for improved survivability.

Tips: This is a pretty bog-standard dodge build with a bit of armor as a safety net. Grab a joker ASAP, use the M308 on semi-auto at most points and switch to full auto for bulldozers ONLY, and only after using the Bernetti to shoot off their visors.

Tips: Burglar is primarily seen as a “stealth” deck, but I think I’ve put together something usable for loud or hybrid gameplay. ECM Feedback is not aced as unfortunately I ran out of skill points, but on the bright side, you pick locks faster, can open two doors with ECMs, can ECM rush, and can prevent escape sequences for your crew. As usual, grab a joker ASAP for healing.

Tips: The weakest link of this build is arguably the Lion’s Roar, specifically its INCREDIBLY slow reload from an empty magazine. Your best bet to get it topped off is to score a couple of kills on automatic fire with it, then get a melee kill using your Bloodthirst stacks (getting some health back in the process), THEN reload it. Save the LEO for shooting Dozer visors off or counter-sniping. Oh, and you’ve got Inspire, so that’s nice.

Tips: This build is all about completely shutting down attackers at all ranges, whether with sniping, Graze, spraying with an SMG, or going ham with a melee weapon. Speaking of melee, sadly the only melee weapon associated with Hotline Miami that swings faster than once a second also happened to be the weakest option. As for the choice to use the R93, I looked at weapons that were in the Hotline Miami games and thought a fusion between a melee and sniper build could be fun. For a "Straya Approved" version of this build, replace Jacket's Piece with the Mark 10, the Machete Knife with El Verdugo, and Sociopath with Infiltrator.

Tips: This build is all about shotguns, plain and simple. Neither weapon has particularly high pickup, which is fine because you’ll want to grab all the ammo bags you can for Gambler to work. Use the Claire for general purpose work and switch to the Joceline for taking out shields and snipers. It might be best to leave bulldozers to your crew though.

Tips: “Spray and Pray” is the name of the game with this build. The Valkyria’s decent for tearing into groups of enemies but not for precise firing. This is what the Tatonka’s meant for: dealing with bulldozers and snipers. Just remember, Grinder’s not as good now as it was on release, you’re not immortal.

Tips: “Hoo boy…this is gonna suck” is what I thought when I got to Jiro…and it probably does. What I’ve come up with is a build that is best played like a combination of how this game’s cars WOULD drive if the hitboxes weren’t FUBAR and Payday: The Heist…which is to say, RUN LIKE HELL and only fight from cover. Your life LITERALLY depends on it! On the bright side, Akimbo Micro Uzis with crits and Berserker melt pretty much anything instantly. I imagine this could be fun to ♥♥♥♥ around with on Normal difficulty though.

Tips: After the dumpster fire that was Jiro’s build, this one was actually fun, and is basically identical to a build I’ve run before. Just snipe and stay in cover, that’s all there is to it. If all you have is the base game, then it's really easy to modify this build accordingly, just use the Bronco .44 or Bernetti 9 in place of the Baby Deagle.

Tips: Both Jimmy and his perk deck seem to be something people either love or hate, but…well, here’s something that might work. Grab a joker ASAP, go ham with the akimbos, save the white streak for snipers or for picking off some easy kills if you run out of ammo for the Heathers.

Tips: Ah yes, the waifu of every 14-year-old heister in the Payday community. In all seriousness though, this build is DEVASTATING, with both crits and frenzerker boosting the Bootleg’s damage. That said, it does have one fatal flaw: on high difficulties, you will be one-shotted by snipers, so be VERY careful when moving around open areas.

Whether with grenades or rockets, EVERYTHING in your sights is dead the moment you look at it…just remember to save a rifle grenade to shoot at your feet behind cover to regain lost health. Too many cops, or a SWAT van that needs to die RIGHT NOW? No problem, activate Bullet Storm or Swan Song and spam rockets! Even if you DO go down, you’ve got Aced Feign Death! You’re a one-man wrecking crew!

Tips: Joy’s build is a DPS-heavy akimbo body expertise build, relying heavily on its pocket ECM deployable to keep you alive as you mow down hordes of cops, particularly in confined spaced. Unfortunately, this build does have a weakness: the poor accuracy of either of its weapons means it tends to fare poorly against snipers. Furthermore, the Signature has deceptively low pickup for a weapon of its type and damage class.

Duke

Tips: Originally this was going to have both single and akimbo Crosskill Guards, but then I remembered that both Duke AND the Grimms came in the Locke and Load event, so…we’ve got both. This build…just evaporates cops, they die sooner than you can say “Kneel before the Duke!”. That said, Stoic does have its limitations, and if it’s not managed properly, one could end up in a perpetual cycle of being downed before one can get any health back. Interestingly, it’s less susceptible to being worn down by chip damage on higher difficulties than on lower ones, so try running this on Death Sentence almost exclusively.

I included the M13 in it since the H3H3 pack came out around the same time as the Hell’s Island heist iirc, which added said pistol to the game (and I have something else in mind for Hila). Just…heal your team.

Tips: The other take on the Tag Team build, but this one has a distinctly Israeli feel to it, combined with the Tactical Flashlight which, again, came out close to the time the H3H3 pack did. Both weapons are highly accurate, so getting headshots even on distant targets shouldn’t be a challenge.

Firstly: How dare you call a build with Crook a bog standard dodge build. 130 armor and 45 dodge is no joke on Death Wish or lower.

Secondly: Nice builds. I've always enjoyed the idea of making builds centered around a character, although I always go Reinfield with Wolf.

It's "bog standard" in how you play it, just with an added safety net in case RNG fails you while moving between cover.

And thanks. I'll be making more for the rest of the heisters too, these are just what I've finished up so far (next up is Sokol). I went with the AK for Wolf since it was added with the Wolf Pack DLC in Payday: The Heist, with the China Puff being added in Payday 2's own Wolf Pack DLC.

I'll keep this mind, though even this site has its limitations. For one, it only seems to work on Chrome and its derivatives - it won't load fully on Firefox (my default browser), and even then it still doesn't have a weapon list.

Tips: A DLC-less alternative to the earlier Chains build. Use the KSP 58 for most enemies and save the Deagle for taking out snipers or picking off distant specials. I know the Deagle isn't really associated with Chains, but I figure that if he's going to use a pistol at all, it's gonna be a big stonking hand cannon like this one.

I got bored, so I figure'd I'd revisit this thread.

Starting off with a redo of the Jiro build that I think gets better use out of Yakuza in a loud build than the old one.

Tips: I'm aware that the Lebensauger doesn't exactly scream "Yakuza" but...it's in the Ninja pack, so there. In any case, turning this into a sniper build using graze and making use of both crits and frenzerker result in a powerful glass cannon build that can kill a LOT of cops if you place your shots carefully. The Micro Uzi can be used to decimate bulldozers up close and the throwing stars are mostly there as a backup in case you're caught reloading or need to stun a charging cloaker. Yakuza doesn't grant any dodge or added armor or health, but does increase your armor regeneration, and this build makes use of that and the Heavy Ballistic Vest as a means of allowing you to move between cover without getting torn apart. That being said, beware of snipers - even on Overkill difficulty they can take you out more or less in one shot. For anybody else playing with somebody running this build, bring doctor bags and Inspire and take care of this guy, because chances are he'll be doing the heavy lifting against the swarms of cops in loud heists.

Tips: Unlike the regular version which takes the version seen in the movie and in Payday 2 and runs with it, this version of Tony is closer to the version seen in the 2006 video game "Scarface: The World is Yours", after he's mellowed out a bit (and kicked his cocaine addiction) from the ordeal of surviving the attempt on his life by Sosa's goons, getting revenge against Sosa, and having to crawl his way back from nothing again. Your main weapon is the AK.762, used at the very end of the aforementioned game, and is the only one of the firearms you're really going to do any fighting with. The Gruber Kurz, the starting pistol in the same game, is mostly used to shoot a cop you want to convert into a joker so that he'll cuff himself, so that way you don't need to worry about slaughtering a would-be convert with your Bloodthirst stacks from a melee attack. You don't have an explosive weapon with which to heal yourself so you'll need to play a bit more carefully, but having jokers gives you a bit more max health as a safety net. The Bulletstorm skill also lets you simulate the "Blind Rage" mechanic from the aforementioned game, which gave you unlimited ammo for a time iirc.
