Also no, you‘re not going to get marked as a cheater, however, being able to have a Joker on you without waiting out for the assault to happen and prematurely proc Hostage taker and Partners in Crime aced feels cheaty however. But up to you if you want it. At least you can’t capture Specials.
It won't flag you as a cheater, but the best bet with mods like this is not to use it outside of private lobbies or offline, as much as I enjoy this particular mod. Even if you do decide to use it in public lobbies, a few features (Joker recall / redeploy) won't work unless the host also has the mod installed.
Not really your place to judge how other people want to play their game, as long as they play it privately. I do agree, though, this belongs in the Modding subforum far more than General.
I'd say the mod is something to use in private lobbies as well. Jokers in general are notoriously strong and buffing them even further would be annoying to some users trying to play normally.
