The only way you're alloud to mod the game is so it won't give any game-breaking advantage or exploit the game mechanics.
A guy suggested that the free contracts crimenet spawns for free once youre browsing crimenet could have a shorter window to appear and was said by a developer that it will count as a cheat, but they would take it as user feedback.
Cracking your logic:
"Not in my opinion,since it would give no advantages in-game,and wouldnt let me buy guns and stuff either."
I'm afraid that free contracts does count as "free stuff in-game" and it will certanly let you buy guns and stuff with the money you make from completing it.

If you want to test a mod you can do so at the safehouse, that's what it's for, any gun, any item can be tested there. If you want to test performance,usability, just join someone else's game, i dont think anyone would complain about someone joining, dropping some ammo/meds and leaving.
Thats a shame,really.Hopefully they will rework the system eventually.
I still fell i should clarify something though,by mods i meant gamed modifications,not weapon ones.I cant test for example,zipline sound mods at the safehouse,and cant join people's games to test mods that require me to be the host.
its a 0 cash and 0 xp mod testing survival ground.
go get it.
