Its a downgrade, its main purpose is to remove content.

If you have any mods that affect DOT weapons, remove them. They reworked DOT significantly and that might be a cause of the crashing.

F me sideways, I have had this game for like 30 years, the only thing that keep me coming back is mods, now after coming back from a hard day at work, I find my game broken and modders might already abandoned the mods, or I will have to pay them to update it. I tried to roll back via Beta but it is no avail. I should have backup the previous version and never u̶p̶d̶a̶t̶e̶ downgrade again bro. One of these day I'll have to say goodbye wankers.

I check the crash logs, it mentioned Beardlib

I would presume it's the same issue that occurred with the Scarface Character Pack - the licenses are expiring for certain content (like John Wick, Reservoir Dogs, etc) and Overkill are choosing not to renew them; so instead they're rolling them into a special DLC for current owners (much in the same way that old owners still kept Scarface).

Here's the main things the update does

1: It reworks DoT. I recommend removing any mods involving DoT.
2: It bundles all licensed content into what's internally a single DLC (this is just an internal thing).
3: A bunch of tracks will stop showing up in menus for new players (THEY ARE NOT BEING REMOVED FROM THE GAME) as they are from DLCs with licensed content. Their licenses are likely running out and they aren't renewing them.
4: A bunch of achievement have been changed to be attainable without owning the previously mentioned DLC.

I only run several mods, jokermons and bot's waypoint, I don't have this DoT (damage over time?) mod, still crashes... Can you run Payday 2 outside steam and not get forced update again?

To avoid getting forced to update, you can run it in offline mode when an update comes out to avoid the update until your mods get updated.

Either way, I'm guessing the mods that broke for you are Bearlib mods. Try removing the ones that need BeardLib until it starts working. Wouldn't be surprised if jokermon broke, for instance.

I don't have any mods but I get an insta-crash when launching the game. Thought it was my hard drive being faulty but not so sure now I've read this.

I'll just recheck files now (Steam) and see if that fixes things.

restarting steam fixed this for me

While you're not wrong... it's not just BeardLib that broke harder than Batman's back on Bane's knee.
Lots of inventory mods also broke.
