How do i install a hotline miami menu in payday2?

been trying the modding method but nothing is working

Try putting that mod in the mod_overrides folder

yeah but that's the problem too, i a mod folder but not a mod_overrides folder

If the mod_overrides folder is not there, then create a new folder called “mod_overrides”

You don't need anything like that if it's in mod_overrides
