That's my guess.
The short barrel mod in payday looks to be a 10.5" one which is the barrel length used by an lvoa-s uses an 11.7" barrel with the lvoa handguard itself being 13.5" the compensator being in the last few inches so it is visible from the side but doesnt poke out of the rail which is the sole purpose of the handguard. the picture he showed was the lvoa-c which has the 16.2" rail which works with a standard issued 14.5" barrel (warsports uses a 14.7" version)
so... if they were to make the rail 16.2" of course the short barrel would be burried but the handguard as it is, is still too short to resemble an lvoa since there are about 2 inches missing to meet up with the (what looks to be an) 10.5" barrel.
This pisses me off because the way the rail is used ingame, throws its purpose down the drain so you might aswell use another rail. on a personal matter, I have a 16.2" lvoa on my lap right now... I love the rail but its sad that they ♥♥♥♥♥♥ it up <.<
Most weapon mods stats-wise are either cap or easily outclassed. The day I install DMCWO just to have some room for visual variety without gimping the weapons is closer and closer.
