Using -steamMM forces the game to use Steam matchmaking only, and you can only see and match with people who have done the same (which is a limited amount of people).
Are you actually able to see lobbies on Crime net? Or is it fully empty? If someone directly invites you to the game what happens?
Not being able to view DLC pages is strange; do you mean the DLC section on Steam?
Sorry I'm still not properly understanding this. What exactly are you trying to open? Are you looking at heists? Weapons? Masks? Are you able to take a screenshot?

The DLC page on Steam? In-game there are adverts that link to the Steam store, for DLC, on the main menu, and masks, weapons, heists, etc, if you don't have the DLC it'll say you don't have access to them. Did you buy DLC for the game?
Is Payday 2 white-listed in your anti-virus? Were you able to join any lobbies when you did have -steamMM? If not, and you've never had any mods (if you had mods previously, it's possible they may be affecting the game still), then I can only imagine there's some kind of network problem.
Weird. I can join lobbies perfectly. Not sure about DLC though
That sounds like you have network traffic with Epic blocked on some level, either on your computer or through your router.
You could try this, the article says 'Epic Games Launcher and Fortnite' but the ports should cover all Epic network traffic:
