It's the only heist in the game where police units can remove lucrative loot bags from the crime scene.
Due to the technical "infinite" nature of potential loot on Cook Off, I do feel it was a balance decision to allow cops to remove unguarded bags off the map.
Toss it out the window at your discretion, they will be dropped off near the pickup truck with ingrediants for later retreival.
Cook Off and White XMas, you have literally infinite loot - ergo, cops will do exactly what they are supposed to do: Steal your loot.
