5)If it does not work - open file by notepad and change resolution/refresh rate to yours and set windowed on true.

The fun thing is that one day it was working perfectly normal, sometimes freezing the screen or some crashes due to access violation but it at least was playable, now i can't even see the loading logo

if you dont run these programs - add payday 2 as exception for your antivirus and firewall and try to start the game without non-essential programs as administrator
Go to ...\Users\Username\AppData\Local\PAYDAY 2\saves and ...\Steam\userdata\numbers\218620\remote
and move out sav098 from both places. After it turn off cloud sync for payday 2 and try to launch the game again.
Maybe the new windows update ♥♥♥♥♥♥ up with Payday?
