Speaking of Berserker state: Were you below 50% health at the time? You most likely were (because of Frenzy) but it's important to rule that out.
It actually prevents the regeneration from the Healer bot boost and the Gas Dispenser as well. So yeah, no, it should block Hacker's Botnet regen.

That was originally intended and it worked that way for a bit, but then it was changed so that only regen provided by teammates is blocked (or anything out of the player's control, like the bot boost), hence:
OVERKILL, as usual, forgot to make an exception for this (because they rarely remember these things), although the reason is that the players themselves have to kill an enemy to regenerate health, instead of receiving health in the form of crew_health_regen, which checks if the player is in any form of Berserker state before being applied.
Checking if the player doesn't have the perk deck equipped (first) and if they're in a Berserker state before applying the regen would be the way to go.
