Run the game as administrator to see if it makes any difference,
If you have installed any mods prior to the time of the game now launching then remove them and see if it works.

I did that, and it said it failed to validate 1 file. What should I do?

if you dont run these programs - add payday 2 as exception for your antivirus and firewall and try to start the game without non-essential programs as administrator
Lets give something else a go,
Head over to Library again. And right click PayDay 2, following this head to properties -> Local Files -> Browse Local Files
In the folder, have a look for "payday2_win32_release" Right click it and run as administrator.
I can also recommend Clearing your Download Cache. We can do this from your Steam Client, open the Settings panel by selecting "Steam > Settings" from the top left client menu. In the Settings panel, select the Downloads tab and you'll find the "Clear Download Cache" button at the bottom. Then select "OK" to confirm and acknowledge that you'll need to login to Steam again
Finally we can try disabling the steam overlay, in Steam, click steam>settings>in-game>enable steamOverlay If its already enabled, disable it and restart steam. Good luck!

If wont help -reinstall current windows update, uninstall C++ 2013,2015 in control pannel and try to install again.
P.S do a reboot after every step
P.P.S also turn off antivirus during installs/uninstalls

For some reason, two types of files went missing (MSVCP10.dll and VCRUNTIME10.dll or something like that) so I looked for tutorials on how to get them back and did so; now the game works!

update:
i installed a file that was missing (steam_api.dll) and it still wont work
