Payday 2 still won't open

This is kind of a continuation of my last post on January 26:

So the main issue I tried to tackle during that day, and is still ongoing, is the fact that Payday refuses to open. What I mean by this is that the application DOES NOT crash, I mean it literally won't even start. During that day I asked how I could fix this particular issue. One person asked me to check my crash logs, but I later found out that the crashes I listed in the discussion were days ago, and the crash log didn't even document something new during the day Payday won't start. So I basically had no clue what caused this.

Fix Attempts:
I have tried the following methods to fix this issue (not in particular order)
-Verifying my files
-deleting everything mod related (especially SuperBLT)
-verifying my files with the complete absence of mods
-checked my anti-virus
-ran the game as administrator
-attempted to run the game in compatibility mode (it failed)
-reinstalled microsoft visual C+++
-ran some windows commands that are supposed to check for missing or corrupted files (I think that's what it does)
-uninstalled the game about 6 times
-assumed that renderer_settings was corrupted (so I deleted it)
-assumed my save file somehow got corrupted (so deleted my save file by going to "local disk" > "program files (x86)" > "steam" > "userdata" > "218620" > [save files])
-turned off steam cloud and reinstalled the game and tried to open it again

What I'm planning to do now:
I'm either going to...
-try to view the steam cloud for my account and nuke all the files there (if you can even do that)
-reinstall the game again and attempt to run it in offline mode
-wait for PAYDAY 3 :p

I'm basically on the brink of giving up and no one would probably be able to help me, but I'll give it a shot i guess.

If the game does not start and the crashlog is old then you should be getting an error message when you try to start the game as administrator. Is that the case? If yes, what is the text of the error?

When I tried to run it as administrator, it doesn't display an error. Unless I am doing something wrong, I can reinstall the game again, run the game as an administrator, and try to see if I get some error message.

I tried to run the game as administrator and it still won't open or display any error message. I think I need a hard reset if I want to get this fixed

Edit: checking task manager in the processes and details section doesn't show any signs of payday 2 running in any way, even in administrator mode. I have also tried to run the game in offline mode and it also doesn't work

Just to double check - you're running the game in administrator mode by going to the file's exe location, right-clicking on it, and selecting Run as Administrator?

Yup I went to payday2_win32_release.exe and ran it as administrator when trying to run the game.

And no error pop-up? Hmm...

Might seem basic, but worth asking - does restarting your PC help at all?

Could also attempt to run the game as an admin, and have Task Manager open at the same time - see if the process is even launched.

I have done all of those things already as listed from my previous messages in this thread. I have also actually found out that my steam cloud files are still in the game. Since I am basically scraping the bottom of the barrel, is there a way to permanently delete your cloud saves or force steam to use an empty save as the cloud save? I've read that corrupted save files might prevent steam games from opening.
