Inmortal enemies and Very mortal enemies

i want to report that my game is broken, i mean, everytime the cops and every kind of enemy dies for no reason, i was playing in one down with a friend and it was so easy, no raids, i only located a Medic Dozer and that's all, and i was looking enemies and then they die without shoot them, and in another game, Captain Winters was inmortal, and he does'nt go away, it was imposible to us to make him run and his life just stick at the same point, i have this mods: Drag & drop inventory; Enchanced Hitmarkers; Full Speed Swarm; Iter; Low Violence Mode; Lower Shadow map Mod; More Weapon Stats; No post procesing + Outlines Working + No blue filter in menu; pd2-kill-feed-master; Rats blur removal; SilentAssassin; Wolfhud-master (as you can see, im a low spec gamer, so if some mods dont work fine in a 4gb ram and 1,6 Ghz PC maybe its that reason) sorry if you dont understand me, i dont talk English properly
