PAYDAY 2 Another instance of the application is already running. Help

Upon attempting to start Payday 2 up again, it tells me there's an instance
already running, when there clearly isn't. I've even checked Task Manager, it's
not running.

Can someone help me?

Try to close your steam then restart the steam and start PayDay 2. It should work properly.

I restarted, i uninstalled the game, reinstalled, restarted my pc, it didn't work.

Could you provide your System specs?
My old PC had the same problem.
Upon closing the game, it failed to close the running instance, which resulted in the game not showing up anywhere and you could say its closed, but the "payday2_win32_release.exe" was still opened.
I had not found a permanent fix besides reinstalling windows.
A temp fix is: Open your taskmanager and close the instance of the game always when you close the game yourself.
