I'm not sure what you mean. Instant cash is the non baggable loot on a map. As far as I'm aware both Offshore and Spending Cash don't have limits and as long as you keep heisting you can get more.

Plus it kind of sucks that the game about robbing is encouraging you to leave stuff behind, that's a bit backwards. If you want to take everything you should be rewarded.
Each contract has it's base payout but instant cash does in fact add onto the total pay out as does bags secured. So you do get paid for that stuff but there isn't enough capacity for it on some maps.
- Mallcrasher has 8 ATM's, which can be opened with a saw even in stealth
- Transport: Crossroads also has a bunch of ATM's, but I don't remember the exact number
Also, It's worth mentioning +3% money and XP from team boost.
The problem with that is if you're cheating you cheat with bag loot as it gives XP where instant cash only gives cash. The bag loot cap is much higher due to infinite bag heists, so cheaters will fill that anyway on any heist. Raising the instant cash cap has no effect on this.
