Game not saving any progress.

Decided to redownload payday 2 on my new pc yet all my progress is gone. Now I don't mind restarting from zero and grinding but I can't even play the game since none of my progress will save. Super frustrating.

Try to read at the save file from cloud part or the back up save part

For the cloud save. Try to enable your steam cloud of PayDay 2 game and if you are lucky enough. It will show you this Steam - Cloud Sync Conflict: https://steamuserimages-a.akamaihd.net/ugc/276221328431009746/24DCBC1AFF22744979AAED4BE2E8712688006183/ if it does then choose "Download TO THIS MACHINE" but if you have run your game and have quitted your game already then it's highly possible that the cloud save file will be overrided so there is nothing you can do at this rate.

If you have been using some mods. Try without them.

I saw that and chose download to this machine but I still get the same error saying "save data belongs to another user. No progress will be loaded."
