Look in options, what is the filter set to; default or off?

Color Grading : Off

Try setting it on default instead (this will also fixed not going grey upon last down).

I've tried by restarting the heist or even changed the color grading in the heist. Same result. No fog

His game has fog like normal so I am not sure what casued it.

Newest testing(with mods because I'm lazy :P ). And ok it has fog like normal so I guess it's not a bug. Mods please close the thread.
