1. Uses up development time for content that will purposely not affect their entire playerbase.
2. It costs a significant amount of money to update the console versions (which is why consoles are currently ~50 updates behind PC)
3. The PC playerbase is much larger
4. Support for consoles has been more or less ended anyway.
2. This is true of the older consoles, but the newer ones have a different update system. The exact details of this new system I don't think are fully public yet, but rumors indicate the fee has been either dropped or significantly reduced. But again, that part is only rumor, so whether this remains true or not is currently unknown.
3. True, but that doesn't mean they can't show consoles some love for the way they've been forced to wait around and deal with the multitude of issues they've sat through. Plus an action like this would go a long way towards repairing the trust between the console players and Overkill, which could only benefit them in the long run, making console players far more likely to purchase future OVK products and DLC.
4. Support for PS3 and X360 has ended. Almir briefly discussed the console support, and specifically the issues with Xbox One, at Paydaycon. From the sounds of it, they haven't given up on current gen, they were simply having trouble with it. Counter-Strike: Global Offensive, the game this heist is named for and based on, isn't a PC exclusive. It is available on X360 and PS3. Just like GTA is available on PC.
