I'm not surprised it's behind PC because they can't just roll out the latest version, as it still has to go through the various red tape of the platform. Additionally having use a earlier version gives more time to bug fix various issues that be unique to that platform.
Considering that many would prefer a pre100 or preCF15 version of PD2 for steam, I don't think it's that much of an issue from a marketing perspective to have the lastest PD2, rather having a stable product to maintain brand integrity is more desirable. Additionally, they don't need new customers, instead the switch port is for existing customers that want to play on the go.
Also console players pour money onto their terrible ports, so of course they're going to.

Actually pc players are the one dealing with ♥♥♥♥♥♥ ports... Console players USUALLY do not even see PC-designed game on their console.
Just try to imagine how a game like Stalker could work on console.

Sure, there are bad ports. But, AFAICT, most of the 'garbage' is just AI handling or FPS limiting. Or textures. Not overarching design. Most of which can be fixed with fast/simple moding.

You can't simply assume that you can just take the code from a console and swap it into another console or PC. If they were like cars it would be like expecting that you can take 90% of a NASCAR stock car and then expect to run perfectly in the body of a Formula 1, supercar, 1980s hatchback, or a motorcycle. It's just not going to work.
It's not to shup up console players. It's a quikk cashgrab from a playerbase that most likely never heard of Overkill and their reputation.

The Most Wanted update does indeed stop right before Crimefest 2016, so you just proved that the Reddit post was correct and that the Switch version is severely outdated, even further from Xbox One and PS4 versions.
